Council passed second and final reading of the budget Monday night after no one spoke at the public hearing.
The final version of the budget for all funds is just over $5.8 million, compared to about $5.7 million council voted on for first reading two weeks ago.
This represents a 0.4 percent increase in the general fund compared to last year and a 16.5 percent increase for the water works utility fund compared to last year, according to Mayor David Owens.
Council also voted to implement a 3.3 percent salary decrease for all city regular full-time and part-time employees instead of having 10 furlough days, which was originally planned.
The decrease will bring a savings of more than $70,000 to the city in salaries and retirement payments, Owens said.
City administrator Katherine Brackett said the pay decrease will equal to eight furlough days.
